Conditional Use request #851-26-000328-PLNG for approval of a tidal wetland restoration project to reconnect Beltz Marsh to tidal processes in Sand Lake, located to connect historical tidal channel alignments and minimize tree removal.  Scope of project includes alterations to Beltz Dike, construction of a 140-foot-span pedestrian bridge over dike breach to maintain recreational access for trail network connectivity, construction of an earthen setback dike embankment near the south end of Beltz Marsh, tidal marsh improvement activities (including filling and excavating new tidal channels), habitat restoration activities (installing large wooden structures), replacement of culverts at Reneke Creek/Sandlake Road and Beltz Creek/Sandlake Road to improve fish habitat, with a future phase to include No Name Creek culvert replacements, together with Floodplain Development Permit application #851-26-000326-PLNG, Dune Area Development Permit #851-26-000330-PLNG, Zone Change/Map Amendment request #851-26-000327-PLNG to rezone portions of Tax Lots 300 and 400 from Recreation Management and Small Farm and Woodlot 20-Acres (SFW-20) to Recreational Natural (RN), and Ordinance Amendment request #851-26-000326-PLNG to re-inventory and incorporate the Beltz Marsh area of Sitka Sedge State National Area into the Goal 16 Sand Lake Estuary Management Unit and Sand Lake Joint Management Program. Located north of Tierra Del Mar and the Unincorporated Community of Pacific City/Woods, the subject properties are accessed via Sandlake Road, a County road, and designated as Tax Lot 400 of Section 31, Township 3 South, Range 10 West, and Tax Lot 300 of Section 6, Township 4 South, Range 10 West, of the Willamette Meridian,  Tillamook County, Oregon. Properties are zoned Recreation Management (RM), Estuary Natural (EN) and Small Farm and Woodlot 20-Acre (SFW-20, The Applicant is Tillamook Estuaries Partnership. The Property Owner is the State of Oregon Department of Parks and Recreation.
